My time for rotation had come up and my co-officers advised me that it would be better for Tony if I was transferred from the PMA.
After teaching the new Cadets the Articles of War and also the ARTICLES OF PEACE, which are:
- Absolute Honesty;
- Absolute Purity;
- Absolute Unselfishness; and
- Absolute LOVE,
I got assigned in the Headquarters, Philippine Army, in Ft. McKinley, Rizal, near Manila.
I left Pat and our children in Baguio. It was an abrupt change from cold Baguio to HOT Manila, and the dilapidated, old U.S. Army quarters or barracks were extremely hot. I transferred to the Officers Clubhouse, where there was a swimming pool.
My first assignment was PRO, HPA. I was responsible for entertaining the troops and making good public relations with the civilians.
After a while I got orders transferring me to the Office, Secretary National Defense, as Legal Officer and Administrative Officer, Management Group. I set up a filing system for the office using the ALPHABETICAL-NUMERICAL INDEX System that they have used until now!
I was made to go to different Army Stations, like IMA, Olivas, Pampanga, teaching about COMMUNIST IDEOLOGY. Then I became deputized by the Department of Justice as Special Prosecutor for CRC (Customs, Revenue, and Constabulary) cases filed by the Constabulary.
The whole school house of evidence in Crame was turned over to me by Capt. Cuadrato Palma without inventory or receipts. He just gave me the key and said: “That is all yours!”
When I went over the pile of evidence, I had in my possession: cases of foreign cigarettes, sacks of saccharine (sugar substitute), opium, marijuana, gold coins, bales of clothes, confiscated hoarded coins, etc., etc. I slept inside the school building close by and I sent my bodyguard home.
