As Action Officer of the Secretary of National Defense, I prosecuted all cases of violations of the Constabulary (Peace & Order), Revenue and Customs Laws. There was a CRC Team based in Camp Crame, headed by Capt. Fabian Ver, that raided drug, gambling, prostitution, and gang dens or violators of the Criminal Code, confiscated hoarded monies, coins, gold and silver, and went after smugglers or violators of Customs Laws.
There being no reports on the crimes committed linking those evidences under my charge in the school building, I did not know whom to file charges against, or if there were witnesses to testify. Hence, I just did not do anything about them until I was reassigned back to the PMA in 1962, when I turned them over to Capt. Saturnias Domingo, who relieved me. He was a PMA instructor whose son also passed the PMA exams.
I could have sold those boxes of cigarettes, sacks of medicine, bales of clothing, opium, marijuana, gold and silver coins and become rich, but I was sleeping with my Bible inside the building and I feared God, who was watching over me.
I also had to go to Tarlac, Tarlac, with my bodyguard to prosecute fake guerillas who got back pays unlawfully.
In Ilocos Sur, there were prisoners accused of arson and sabotage from Narvacan, where a cotton mill was destroyed by political rivals. I used to go to Vigan with P.C. and National Development Co. security guards riding separate cars front and back of my car. I used to pass by Baguio on the way from Manila and brought along Jun with me.
